In the last 10 years UK banking institutions have identified a need to revise their internal systems and big data management. This has become an industry essential in order to demonstrate renewed commitment to customer focused ‘clarity’, and meet stringent Financial Services Authority (FSA) guidelines.

This level of data transparency and historical documenting is now a legal requirement, at the fore of UK financial compliance. Firms are now required to collect data on all complaints received and report to the FSA every six months (DISP 1.10 Complaints reporting rules).

Our client approached us with a need to migrate, clean and present data as a means to redress Payment Protection Insurance (PPI) complaints, meet FSA compliance and mitigate the risks associated with legacy system retirement. With their existing hierarchical system approaching ‘end of life’ our client required continuity of access to the data via secure migration from a legacy mainframe to a new target system, along with the ability to investigate PPI claims through a ‘browser-based’ front-end web application.

Our custom solution permitted the seamless migration of historic (Northern Ireland-based) data from a legacy database running on a mainframe system, to a Microsoft SQL Server database, accessed by the bank via an ASP.NET front-end, branded user interface.

The client required that a web interface be developed to work in real time, where the PPI Team could log into a secure area and search against customer accounts and transactions. Our solution allows the client not only to access customer records with ease, it’s scalability facilitates report generation with a data drill-down that extends from client name, type and accounts held, to individual transaction types, including manual narrative input from time of transaction(s).

On top of this we built in data query, enabling the Team to search, filter and view client information, associated accounts and transactional data, in addition to the ability to export said data, as well as used in reference to a PPI claim.

Our Approach

By adopting an agile approach, led by the forming of a joint Client-Etain steering committee, we were able to streamline all design and testing processes, whilst ensuring premium quality control that aligned with our ‘smarter software’ ethos as well as our client’s functional expectations.

Etain commenced the project by holding analysis workshops with the main stakeholders of the project for the purpose of ‘requirements gathering’. As this was an upgrade and problem solving venture these workshops were intensive, from which valuable analysis was drilled down locally for ‘hands-on’ developer testing, prior to the development of any custom web application.

As part of the steering committee, a number of stakeholders from the bank acted as business analysts so a close relationship was formed to push the project forward.

A requirements document was drawn up and verified with the client. Analysis of the requirements led to the creation of a high level functional specification, outlining all the functions to be included in the system, alongside a detailed technical document demonstrating every field of the custom web app. Not only giving our client insight into the customer journey but also to allow our developers a meaningful blueprint from which to build the code.

All information security risks and compliance indications were clearly identified and communicated from the project initialisation, allowing us to mitigate where appropriate throughout the life of the project.

Risks & Challenges

Given the impending ‘retirement’ of their legacy mainframe system, and the bank’s limited resources for identifying exact data sets (and volume of data for migration), the decision was made to over export the data to mitigate any loss of information our client may require in the future.

The main consequence of this over-exportation was that the development of the solution had to commence earlier than initially proposed, however, the decision to ‘err’ on side of caution has meant the delivery of additional project value for the client, whereby both parties were safe in the knowledge that specific data, as yet unidentified and possibly required at a later date, would be intact and accessible.

Quality checks were implemented throughout the process to mitigate the potential loss of data and loss of data integrity. Through consultation with our client and thorough analysis of their systems we anticipated an issue with their existing browser version. This threat was neutralised early in the project by organising an upgrade to the browser used by the PPI team.

Outcome & Benefits

The outcome of the project was a fully-fledged custom developed web application, designed on ASP.Net hosted on Microsoft SQL Server. Our client was able to successfully retire their legacy system without loss of data while maintaining and streamlining continuity of access to the migrated data.

This has enabled our client to maintain their compliance with regulatory requirements. In addition, they are expected to make significant savings due to the elimination of the monthly charge to their mainframe service provider.
